TV show with short guy detective/investigator
Does anyone remember a show that had a little short guy, that carried a big bag (Mary Poppins type)? He always came in on the credits in a hot air balloon. I think he was a detective or PI. I also think that an older lady lived with him that was either his sister or friend.
