    We are going to add a bathroom and finish our basement but there is no rough in.
    Do I need to hire a plumber or a contractor to install the rough in?

    So, you are saying, no toilet drain at all is there right now?

    That's Contractor level work. If you have the toilet drain there then a plumber can do it.
