Movie about 2 cops one fights in a secret ring and gets his head cut off
I'm looking for the title of a movie where 2 cops who are partners end up fighting in this underground club where people fight to the death, and sometimes use weapons and are fenced in. The one cop who has long hair and calls himself "the Hammer" gets his head cut off and his partner gets revenge.
