    Toilet shut off valve not working.
    The shut off valve was recently replaced. Today after replacing the fill valve in my 2nd story bath, I turned the valve back on but no water is coming through the supply line.

    Check to make sure the handle didn't come loose from the valve stem. It's not that uncommon.
