    Taxes and Non US Residents
    Is an employer responsible for any reporting if they're using consulting services from a Non-US Resident who resides abroad (Singapore)?

    Negative. The non-US resident both resides and works abroad, so the income sent to him in payment for his consulting services are NOT subject to ANY U.S. taxes.
