Noise disturbances
We just moved into an apartment a little over a month ago. I don't think I've gotten a good sleep since the day we moved in. If it isn't the people downstairs blasting their stereo/television to the point where our apartment shakes, it's the people next door fighting all day long screaming at the top of their lungs. We have already called the cops and our landlord and nothing has happened about it. In our lease it says that "tenants may not disturb other tenants or interfere with their rights, comfort or convenience. Tenants may not play musical instruments, televisions or radios in a loud objectionable manner." Isn't it the landlords responsibility to uphold this. And if they don't what can we do, if anything??

Well, there might have been. But, it sounds like you've ALREADY done stuff, like calling the cops. What did the landlord say about that?
There are a lot of gaps in your information. Tell us everything that happened, and who said what to whom. You might have a remedy, but we need to know EVERYTHING.

We called the cops on the other tenants because of the noise the one night. The cops just asked them to turn the music down, then as soon as the officer left they turned it back up. This was after we had already called the landlord and she never did anything about it. We have a lease agreement. I just want to beable to get a good sleep, and watch TV at my level without being able to still hear theirs and eat a meal at the table without hearing someone screaming and cursing or my apartment shaking.

And you call the cops back again when they turn it back up, on the second or third trip there, the police officer has a lot less enjoyment with his visit.
Next notify the landlord of specific times, dates and who is doing it, and do it in writing, explain that these are violations of your lease and you expect it to be fixed. *** this is called documentation, since in phone calls there is nothing written.
But sadly about what you are saying is alof of what apartment life is like in larger complexes, I lived in one with Toni for about 6 months and was never so glad to move out.
If after proper notice nothing is done, they are in breach of the lease and it could give you a legal reason to break the lease and move. But you will need to document everything, since most likely the landlord will not be agreeing to this.
