I'm not sure which "skin" it is that you're using for the site. If it's one of the older ones, then you should be able to see a button where it says "Post Reply". When you click on it, then you should be able to see a box open up where you can post a response. In the top bar of the box you'll find a little paper clip. Please click on the paper clip.
