    IF you are speaking to the decision maker...

    Introduce yourself and what you do. Spend a little (very little) time on you and your company. Ask him/her questions, and listen to their responses, listen closely and take notes. Get them to start talking about any problems they may be currently experiencing. Tell them (in short review) how you can solve their situations.

    Ask him if you may do a building survey and if they have printed specifications? Then, that you will get back to set up an appointment to deliver a competitive proposal.

    There is so much more but this should get you started,

    Ask them why they are unhappy with their current cleaning company and what you can do to make them happy. That way they will know you really care about their building.
