    What car would be faster with about $3,000 of performance parts put in it a 99 civic si or an 03 jetta

    Depends... faster to do what? Who's picking out the parts, and who's doing the work.

    You can very easily toss $3,000 into either car and not be any faster... and in fact lose driveability and reliability both if you choose the wrong combination of parts for the wrong purpose.
