If you work in NY state, you will owe NY state income taxes as a part-year resident, and they have first call on your wages.
You will pay NYC taxes as a part-year resident as well.
You will need to file a NJ tax return, but have
no taxes withheld! The reason you want no taxes withheld is because the NY state income tax rates are higher than NJ tax rates. NJ gives you a dollar-for-dollar credit for the NY state taxes you pay. Hence, you will owe
ZERO NJ taxes. You should file to avoid problems with NJ, and to collect the renters rebate, which will be about $50 per year even you have had no taxes withheld and owe no tax liability.
