Dock theft under 5000
Today I witnessed the removal of a dock from my neighbours property , I recognised one of the people as the son of a local marina owner . The issue is my friend had salvage this dock from the river a couple of months back, I believe the dock went over the local waterfall in the spring of 2009, my neighbour had repaired the steel frame, stripped off the broken wood and painted the entire frame, does my friend have any rights regarding his salvaged dock, did they have the right to enter his property and remove the dock, does my friend have any rights to the dock, should I have notified the police .

Did the dock originally belong to the father of the "thief"? If so, it appears that he was merely recovering his father's property.
The efforts your friend put into repairing the dock may well be eligible to be rewarded under the laws of maritime salvage, but they don't make the dock his.

You should have called the police, they could have gotten names and info and could give your neighbor all of the facts from the one side anyway
