Could be any one of a number of things.

If he is constantly crying then it could be due to pain, has he been checked by a vet?

It's been 3 days. Please tell me you've taken this poor little mite to the vet.

Screaming usually means pain. The vet is your only option.

Vet! You need to ask a vet what is wrong! If he is not eating, is he drinking? Is the mother dog coming by to check on him?

If three days have passed and he is not eating and still howling, he may not last much longer.

    Vet.

Well,, I'm probably taking him today,, but he is drinking water,, and he just stop eating yesterday,, but he would scream when no one is near him,, but he stopped that now,, he's not screaming,, sounds like he's trying to bark now,, and he's licking the wet dog food,, cause he won't even touch the moma dog,, its like he's scared of her,, he backs away,, so I was going to buy the dog milk from the store, to see if that worked

Carter, I know it's going to be hard, but you need to take those dogs to the vet. The thing is there can be so many complications and infections with new puppies.

You should call around to vets, find out prices, ask if any of them are willing to do a payment plan with you. You may need to surrender them to an animal shelter.

A lot of times mother dogs will not want to have anything to do with their pups if they have hook worms or other parasites. They will need to be de wormed, because if she was a stray there is no doubt in my mind that she and the pups have fleas and worms. They need to be treated, and if you can not care for them medically than you need to surrender them. I know you want to help, and you have done a wonderful thing by taking her in, but they need to see a veterinarian for a proper diagnoses.

You have done a wonderful, loving thing. Taking them in involves caring for them, unfortunately including medical care. Aurora's right, they need to be seen by a vet. You can contact the vet or a shelter can but they desperately need to be seen by a vet.

Please describe to me in intimate detail what is going on to cause the puppy to scream.

I've raised a lot of litters. At 5wks, puppies scream. Some are more vocal then others.

I might be able to help you :)

So from what I understand the pup only screams when you walk away?
This is pretty normal for a pup and if the mother isn't taking very good care of them then this little one may see YOU as its mother and get upset when you walk away.
Also do you still have her separated from the other pups? That wouldn't be helping (although it is a good idea if you think something medical is going on)

Does the crying stop eventually or is it just constant screaming for hours after you leave them alone?

Either way I agree with everyone else, you really need to get everyone in for a vet check.
It should be done within 24-48 hours of the mum giving birth.
