    The option to boot into safe mode is a function provided by the Windows operating system boot loader. However, your computer's boot process has not advanced to that point yet, so you won't be able to boot into safe mode. The boot volume specified in the BOOT.INI file cannot be loaded and used. This is typically the result of file system corruption or hard drive failure, however there other causes for this error documented at Microsoft support. Here are a few:


    Start troubleshooting by verifying the hard drive. There are hard drive diagnostic utilities listed in the Hard Drive FAQ in the hard drive forum.
