    Deduction amount by US-Russia treaty
    Hi,
    I am a F-1 student since 2007. In 2009 I was funded by State of New York and the Research Foundation of SUNY. As far as I know I get under US-Russia treaty. I have questions about federal tax form as well as state.
    Do I get 100% of my income deducted by treaty?
    Does New York state accept the treaty? Can I get full tax return both federal and state?

    What do you mean by "I was funded by..."
    Did you get W-2 of 1099-misc?

    You will file nonresident tax return Form 1040NR or 1040NR-EZ and Form 8843.
    For students, there is no deduction under U.S. and Russia tax treaty. Read IRS publication 901. Tax Treaties.

    I don't get it. The article 18 (Students, Trainees and Researchers) of Russia-US treaty says that students
    shall be exempt from tax by that other State with respect to payments from abroad for the purpose of
    His maintenance, education, study, research, or training, and with respect to the grant, allowance, or
    Other similar payments.

    You did not get payments from abroad or outside U.S.. You got payments in U.S. for which you got W-2.
