    What movie is this?
    Its about a guy who serves 19 years in prison for stealing bread for his staving sister and her kids. He gets out and later becomes a mayor. A inspector comes from paris to help watch the town. The mayor owns a factory that he made to get women off the street and he meets a women that is making money so she can see her kid that she gave to these people so she could keep her job and she becomes sick and the mayor helps her get to see her daughter. It involve the judicial system and all
