Is the personal exemption of $3650 for 2009 available to non-resident aliens?
In 2008 I was able to get a refund of tax deducted at source by my IRA by submitting a 1040NR and claiming the personal exemption. The 1040NR for for 2009 has been redesigned. It appears as though this facility may not be available any longer for non-resident aliens. Am I right?

Yes file tax return. You will report IRA withdrawal as income. If this is early withdrawal, you will pay 10% early withdrawal penalty. Nonresidents get personal exemption and itemized deductions. Your U.S. Tax Return: U.S. Tax Filing Requirements for Non-Residents
