I have 220 with 2 hot and a ground. How do I get 110 out of this.

Where are you located? If you are in North America, then the circuits would be 120/240.

If this 240 circuit used for an appliance, like a clothes dryer, then the answer is you cannot do that. That would be a violation of the 2008 NEC code.

Physically, it is a fairly simple task however, code wise, it's a no, no.

I am in San Jose, Ca and I've got a circuit to a pool pump outside. Guess it could be 110 or120 - just 2 hot legs and a ground going into a box then to the motor. Can I get a 120 circuit to make some lights work.?

Yes, but you CANNOT have both 120 & 240v. It's either or.

You can convert the straight 240v circuit to 120v provided the wiring is the right color, meaning as long as you have a white for the neutral.
