Try score.org and sba.gov. Both sites have loads of help for startups and small biz. They can help you with the info you need or where to ask.

For local licensing try your local Consumer Affairs agency.

For licensing start by visiting your state website and local county clerk office to determine if licensing is necessary in your area. If you will be collecting payment under a business name you will need to file for a DBA (Doing Business As) in the counties where you are providing service.

Insurance- Contact local insurance brokers who advertise that they provide business liablility insurance. Make sure to ask if they can provide you with Worker Compensation insurance should you require it when you employee others.

The painting will be the easy part. Definitely contact your local SBA to find out about attending their free SBA classes.
