It sounds like eczema. Eczema can sometimes make your skin look red and blotchy, and dry. I advise you to please see a dermatologist.

What are you using on your skin? I mean, what kind of skin care regime are you following? Do you use any type of moisturizer? I am a newly licensed Esthetician, so I will try to help you if I can! :)

If you get red or blotchy skin, you may have sensitive skin. People with sensitive skin should avoid products containing perfumes or dyes and strong soaps. For this skin type, I recommend using mild or hypoallergenic products. But if your skin is red, blotchy and dry, use a gentle soap free cleanser. Moisturize as soon as possible after washing your face. Applying moisturizer to damp skin helps prevent the water on your skin from evaporating. It also allows for better absorption.

From your description, you could have eczema or psoriasis. To treat these skin conditions, you will need to use medicated creams, ointments, topical or oral steroids or antibiotics. If your symptoms get worse, consult your dermatologist to determine the treatment option that is best for you.
