    What code are you referring to?
    Drilling framing members is part of the building code.

    If hole is closer than 1 1/4" from edge, it needs a nail plate?

    Yes, this is in the electrical code to protect the cable.

    The original post is so vague I'd rather him come back and give us some details than guess at answers.
