No Fan Start
I have a rudd air conditioner 12 seer, when I have the heat set and starts, the handler is working find but the fan outside does not start, I have to go outside and hit a push in a red knob and then it starts.
What seems to be the problem that the fan does not start by itself.
Thanks

The red knob is probably a high pressure safety control or sum such type control. This is usually a indication of a over charged unit, defective safety control, intermittent outdoor fan motor or capacitor.
I would start with the capacitor for the outside fan. This is the cheapest but the only true way to know is to actually run test the unit with the pressure guages installed and see what the unit is telling you. If you have no HVAC experience with this then you better obtain the services of a local ON SITE HVAC professional.

I replaced cap and still have same problem, I reset pressure switch, fan starts after about 5 minutes it shutsdown.
How can I release some of the charge in unit?

How can I release some of the charge in unit?
You do not want to go there!!!
It could be the pressure switch as mentioned before id defective or lost its setting so if you just remove gas it may not fix the problem OR could cause system performance problems. Also I am sure this is an R-22 machine so any venting of the gas/refrigerant is illegal. It needs to be recovered with a recovery machine as per the Federal Gov./EPA.
You need a set of gauges and the knowledge in how to use them to address the rest of the possible problems with your unit.
I was hoping the fan was stopping allowing the head pressure to build till the safety pressure control tripped but that was not the case.
If you do not have the proper tools and a EPA certification to work with refrigerants you will have to call someone who does for a ON SITE evaluation of your system problem. Sorry but that is the way it is.
