Tshell, trouble-shooting an electrical problem like this can be extremely dangerous without the proper equipment and knowledge, may be time to call the electrician. This condition could be caused by many things, overloaded circuit, bad breaker, loose connection just to name a few.

Part time is correct, the symptoms you describe are of a serious nature, cannot be repaired by a DIY'er.

The problem will not get better by itself, you need to contact a professional ASAP.

How many and what type breakers that are in the panel is irrelevant.

There is a serious problem in the panel , meter, or utility connections that needs immediate attention, and more than a DIY'er can handle.

Will you be calling in a professional soon?
