It's actually Julien Celos. What we see that looks like an "F" in the last name of his signature is what is known as a long "S". Please see an article about the use of the long "S" on the following site. Long s - Wikipedia, the free encyclopedia

There is no name on it just the number. I bought it an estate sale 3 years ago and not knowing much about art I don't know if it's a print or original. I just like it
