If you have a permit and a certificate saying you completed the required 5 hours course from New York then move to another state, can you take the road test in the new state? Or do you have to retake the permit test and 5 hours course before you are eligible to take the road test in the new state? Thanks.

The state that issues the temporary or permit license is the only state that you can take the road test in. They will not allow you to take the road test in the other state. You'll have to get a new permit or temporary license from the new state, take their written test and then the road test. The new state may not require the 5 hours of classroom attendance either. Check it out in their driver's handbook that you hopefully got from the DMV from that state.

And not all states may even ave the 5 hour requirement.

You may have to retake the test for the permit or get one for that state.
Laws and rules on when you can even get the license may vary from state to state.

Since laws vary so much from state to state you're probably best off going to your own state's dmv site and seeing what the requirements are there.

Thank you all. I haven't moved, and I definitely won't yet if it means retaking the permit test and maybe the 5 hour course. The state I'm thinking of is Pennsylvania.

One other thing I've never been clear on is whether a person with only a permit can drive in a state other than the one their permit was issued in. Is that legal? Again, I'm mostly thinking of Pennsylvania.

"Out-of-state learner’s permits cannot be transferred to Pennsylvania. In addition, if your out-of-state driver’s license has been expired for more than six months, it cannot be transferred for a Pennsylvania Driver’s License. You must apply for a Pennsylvania Learner’s Permit and complete all applicable knowledge and skills tests in order to obtain a Pennsylvania Driver’s License." I'm kind of curious, how old are you that you're old enough to decide if you're going to move to another state but you're only old enough to have your permit now?

Again, you need to go and check the dmv site.

I'm 18. I hate driving, especially with my parents (not uncommon), and it was never a priority to me before now. My dad's family lives in Pennsylvania.

You can legally drive with only a permit in any state provided you have a licensed driver in the car with you. For instance you have a NY permit. You can legally drive in PA but you must have that pesky licensed driver along with you at all times!

Okay, thanks! My family always just assumed it was illegal for some reason so I have never been allowed to drive down there. I'll remember that this Thanksgiving if I don't manage to get my license by then.

Just as an example... If you move to Tennessee, where I live, you just go to the DMV and transfer your license. No driving test... no written test.
