Old movie kids in a junkyard
About a blond headed boylives next to a junkyard and steals from them and bought a lot of ice cream. Everyone of them where mean to him and he told them they could not have any of his icream but one of the mean kids fell in a watertower and he saves him. Might be in the 70s or 80s movie.
