Outdoor water spigot won't turn off
So, I go out to unhook all the hoses for the night, as it's supposed to get near freezing for the first time this year, and lo' and behold, one of the spigots won't turn off. Not just a drip drip - I might as well not have even turned it off.

I can feel that it's not right - it doesn't turn clockwise far enough, and it feels "spongy".

To make it through the night, we'll shut the water off when we go to bed, and the time it has to be on for showers and such we have a hose attached which empties into a 100 gallon water tub (we have horses).

I'll call a plumber tomorrow, but on the off chance I can't get one out, is there anything we can look at/try ourselves? We've already taken things apart as far as we can from the outside. I found this diagram, here

And as far as we can tell, #6 is the problem - it wiggles in and out, and I bet it's not supposed to. But what to do about it, we have no idea.

No your problem is #8 the washer, Turn off the water, open #2 all the way turn it counter clock, loosen the nut #3, remove item B, remove Screw #9 and the washer #8, get a new one and replace it, Thanks.

Hi John, thank you for your reply. Does this mean that the washer has become mangled somehow? Is that why it feels spongy? Does that washer have a specific name, since it doesn't look flat like a regular washer?

One last question, for whomever is here - how does #6 come out (and what is it called?) as we did actually tug on it last night and it didn't seem like it was willing at all.
