98 honda civic blowing FIE/M fuse

I checked fuses and found this fuse blown. Replaced fuse and turned key on. Fuse blew instantly. I also have no fuel pressure. Car is a no start. It has 275,000 miles on it. I don't know a lot about it. It just cam to me. Any help with this. I'm not sure what this fuse is for?

94 honda civic keeps blowing taillight/parking light fuse. Replaced switch didn't help. Unplugged all parking lights, turned on parking lights and the fuse blows. I believe it is a short but can't find it with a multimeter. Is there anything else to check?
