First you have to find out where the water is coming from. Run a little water through the spout, Now turn it off and hold a paper towel under the spout where the water is suppose to come out. If this stops the water dripping at the back or the spout that means that you faucet is dripping and needs repairing. (new washers and seats or a new cartridge) If it does not stop the drip at the wall then look for a hole in the bottom side of the spout, if there is one then you probably need to change the spout.
One question... does the water stop dripping after a time of five minutes or so??

My concern would be first off you said you cleaned of the rust, which leads me to think there is a steel threaded nipple coming out of the wall. This would be wrong and whithout actually seeing it, it would be my guess that the steel has a pinhole in it. If it is threaded coming out of the wall and is in good condition and you properly tefloned the threads and tightend the tub spout reasonably, it should not leak. My second guess would be damage to the tub spout from over tightening
