Are you listed on the birth certificate?
Were you married when the child was born?

First, please pay more attention to posting guidelines. At the top of the Children forum (where this was originally posted) is a Read First sticky that directs legal questions to this forum.

Before a bio father can have ANY rights, he has to be designated the LEGAL father. This means going to court to establish legal paternity.

As far as the child wanting to live with you, the child doesn't make this choice. Only a judge can do so, and accepting a 14 yr old's preference in the situation you describe is very iffy.

If not on the birth certificate and not proved though DNA and though the court, the bio father has no rights what so ever without first going to court and establishing paternity and getting a court order for visits or more.
