    What is the question.

    If the Patent is developed internally, then development costs are not included in the Patent.

    If you are purchasing a patent, then the license fee is included in the cost of the Patent.

    A Patent is listed in the Assets section of the balance sheet under Intangible Assets because a Patent has no physical form.
