So for two years that have been yelling at you and threatening you. Umm Have you ever considered moving?

Seriously, if they have taken no action in two years, their bark is obviously worse then their bite. I agree, just ignore them, when they start just turn and walk away. And find a new place to live as soon as you can.

The cops can't really do anything. Unless you have proof of a long term record of harassment, there is little you can do. Even with a documented record, the cops are not likely to do anything, but you might be able to file a civil suit.

Kristy - I endured crappy neighbors who daily at the top of their lungs threatened to kill me, my son, my mother, my husband, my dog and burn my house to the ground for 11 years. I even got a restraining order when the man tried to run me over in my own driveway with his car! I got some relief for one year but once the year was over and the restraining order lifted he and his wife were right back at tormenting us. The police kept telling me that unless I or any of my family members were injured (or killed) basically their hands were tied and they could do nothing. It was a case of "call us when you're in the hospital or dead". Great.

I definitely would consider moving as those people are not going to give up and they will happily torment you for years to come. There seems to be people like them on every block now. Letters from lawyers did not work on my neighbor by the way. A civil suit against them would cost plenty as well. And if you don't have any money attorneys will not take the case pro bono (free).
