no. you must apply for the E visa after you leave the US. Check your home consulate as it may be a long wait for an E visa interview. What appointment do you have with USCIS Orlando?

I have an appointment to discuss the problem with an officer - I contacted the immigration department and was told to make an appointment and take my paperwork and the letter in and they MAY issue a travel permit.

There is no such travel permit that the USCIS can approve and issue to a nonimmigrant. It is under the jurisdiction of the US Department of State (DOS). Likely they will tell you to apply for the E visa at your home consulate when you leave the US.

Good luck, I am praying for your father and you.
