    Activating/Enabling:
If the Ethernet port is truly disabled, there should be an option in the computer's BIOS to enable it. Access to BIOS setup is by pressing a key during boot. Common keys are F1, F2, F10, or DEL - refer to your computer's documentation. Once the port is activated, it may show up as new hardware and a driver prompted for. Drivers can be obtained from the web site of the computer manufacturer, the motherboard manufacturer if the port is integrated on the motherboard, or the network adapter manufacturer.

    Configuring:
I suspect this is only what needs to occur. IP address configuration is done through the Control Panel properties for the specific network connection. Highlight Internet Protocol and select Properties and configure the IP settings to match the network you are connecting to. The network connection could also need enabling first by right-clicking the network connection and choosing 'Enable'.

If you are trying to connect directly to a broadband modem, a crossover Ethernet cable could be required. Again refer to your device's documentation.
