Depending on the country you choose, college and university can be two different things, or somewhat interchangeable. Universities are most often thought of for degree programs, but some colleges also offer BA programs in certain areas of study.

Yes, some universities will offer scholarships to international students... you can also look into the possibility of student loans, which would probably be more likely.
I went to Denmark while in high school, my daughters have both studied in the UK... one in high school, the other at university. We all agree they were wonderful experiences. You learn a great deal about people from other cultures as well as about yourself. It provides a great chance for travel as well and the chance to be an ambassador for your country to others. At university level, it can be a plus on a resume/CV as well. I highly recommend the opportunity to anyone who has the interest... :)
