I want to know if the credit card companies have the right to levy bank accounts to satisfy their debt.

Yes, but only AFTER they get a judgement against you in court.

After you are in default they can sue you in court and get a judgement, after they get a judgement they can attach your bank accounts, and also garnish you pay ( in most states)
