It is a belief that the entire universe is vibrating at a speed, all thing are in a form of energy, as the every material, trees, soil, wealth etc are vibrating at a particular rate.

Human can attract anything to him by matching the vibrations .

It is called law of attraction.

Is it True, Is it Science.

How to know at what rate a thing is vibrating,

How to change the mental vibration to match the vibration of a thing you desire,

Please elaborate.

I would call it Science over Spirituality - but would call it a Theory, not a fact. To the best of my knowledge, good demonstration of what you describe is lacking.
