Can I file legal separation papers without going to a attorney or to court?
Is there anyway that I can download papers for a legal separation from my husband and not have to pay for a attorney or go to court in the state of Tennessee?

You have to go to court. A separation or divorce is not valid unless affirmed by a court. However, if the divorce is simple and amicable an attorney may not be necessary. Google TN Divorce forms and see what you find.
