    I believe preconception is before pregnancy has been achieved.

    Yes... as mudweiser said, pre-conception means before conception.

    You will hear it sometimes recommended to have a pre-conception visit with your doctor/gyn because it will allow you to ask questions about becoming pregnant, possibly have a physical done, go over your medical history to see if there is anything that may need to be considered before becoming pregnant, discuss suggestions to insure a healthy pregnancy and baby, collect some pregnancy information, etc..
