    A POA simply enables the named person to act on behalf of the signator in all or specified issues when the signator is not available. As long as the POA is executed properly it doesn't matter where both parties are

    The person that wants you to have a POA would be the one to sign and provide it to you.

    It will need to be written and signed to meet the laws of the nation ( and/or) state in the US that you wish to use it.
