    Judgment Liens
    If you receive a Judgment Lien by certified mail and refuse it, can they still file the Judgment Lien with the Register of Deeds

    If the courts needed permission to file a lien, then NOBODY would have liens.

    Then why do they send the Notice of Judgment Lien by certified mail?

    Because they are required, the return will show how it was returned, refused, not picked up, not able to deliver and so on. Not getting it will not stop it, This gives them a paper trail. It shows it was sent to you, so unless you prove you did not live there, it proves you were just refusing to accept the paper work.

    Absolutely - and the Post Office has the final say whether it was refused or whether the person had moved.

    Happens all the time.
