    Power diming
The power in my house suddenly started to blink , became dimmer and when you turn something (doesn't matter what) on or off the whole house, that's everything, is affected. It either dims or gets brighter. The dryer will not come on like it doesn't have enough power to start it. I am having power surges periodically. Would the main breaker be at fault and how would I check for this?

The dimming AND bright is the symptom for a loose Neutral.
Should be fixed immediately or you risk losing Electrical or Electronics due to High or Low voltage. The dryer probably uses the Neutral for control.
