I don't know about England, hopefully someone will come by who does, but can't you turn them into your police? Make a report?

I don't know specifically but I would assume if there is a non-emergency police number call that number and report them... they may refer you to your division of motor vehicles or something but this does seem like a police matter.

When in doubt your local police are always the place to start

Definitely call the local police, describe the driver, the car, and the times that you know they are driving the car. The police will investigate.
