    Water pressure
    After water is turned on the pressure drops to almost nothing in just asecond hot and cold

    Are you talking about the whole house or just one fixture, which one?

    The whole house think the pressure reducing valve may be clogged it is a mobil home and they have been working on some lines in the area

    Sounds like you just answered your own question. I'd start carbbing at the folks working on the water lines, tell them they clogged the beegeebees out of your house.
