Exspungement
After having your felony record exspunged, who can still see your record when doing a background check? Also for those who can't see the record, do it say its exspunged or is it just cleared like nothing was there?

Police and law enforcement agencies, any company that requires a national security background check can see the record.
Other than them, it merely does not show anything.
