Bottom line though, even if you're dry humping, a condom is always a good idea. Pregnancy can occur with pre-ejaculate, even if his penis doesn't entire your vagina. It's not likely, but not impossible.

The fact that he not only didn't enter you, didn't ejaculate, had on boxers, you were wearing underwear, had your period and you were using a tampon, well, I'm going to go out on a limb and say no, you aren't pregnant.
