The characters name is D I C K Renneker. He shows up in an episode entitled "The Shoplifters" during the 4th season of the show. We never actually see him, but in the beginning of the episode, Andy and Barney are sitting in the squad car gossiping about all the people that are walking around. The say hi to Mr. Renneker as he walks by, and Barney notices that he is wearing his hat because he might be afraid of a sudden wind blowing off his tupee. Barney says he would never be caught dead in one, he'd be afraid of a sudden wind.

This is the episode where someone is robbing merchandise from Weaver's department store and Barney dresses up in a store mannequin to catch the thief who turns out to be a little old lady.
