Yes, they normally allow you to renew it first before they have the police arrest you. That way you have a current one while in jail.

While you are waiting for your new ID to be laminated, you will also be waiting for the local police to come and arrest you. You will be detained at the local DMV office which is usually near a local police department for obvious reasons. You need to get that current warrant taken care of as it will continue to haunt you for years to come if you don't. You can't hide forever from them you know.
