Very low water pressure to toilet

We have taken the valve off thinking maybe that was the problem, it wasn't. With the valve off we turned the water on to the house and there was very little pressure. The sink and shower which is positioned on each side of the toilet gets plenty of water pressure. What could be wrong? Please...
Toilet water pressure

When we flush the toilet, it fills very slowly, almost drip by drip. When we turn the shut-off valve off and then back on, it fills normally most of the time. Every once in a while, though, it will almost fill and then go back to the drip drip for a moment before the toilet is full.
Water pressure in toilet is really weak
