    You would start with a business plan. Since this would be some sort of Employment Agency, you could click on the following search to find sample business plans that you could tailor to fit your needs.

    You could then use the following site as an excellent model and example of a business that does just what you are wanting to do.

    Yes, and this may be one that you can get a grant for, so you will want to check with some state and federal agencies to see if there is any help for this.

    Contacts will be the main thing, for example our office was contacted, they have a program where there are funds to pay for a person to work for us for a few months, So we get an employee basically free that has a record.

    This is done though some grant or state funding at this time.
