Jes, it can be number of things:
First, go each faucet in your house and remove aerators (screen attachment on tip of spout). Run water and see if you get noticeably better flow. Then, remove shower heads and run water through shower arm only. See how much flow you get. If lot more, than clean filters in shower heads.
Also, take pressure gauge and put it on one of your garden hose valves. Read the pressure. Report back with the reading.
I assume you have galvanized pipes. Please, confirm...
Do you have Pressure Regulator in front of your house ?
Do you have Water Conditioning System for the whole house ?
Additionally, tell us something about your hot water heater. Inspect it visually and tell us what you see (rusty, appears to be too old, etc... )
